I think these will always be an enthusiast thing, and never have enough content.
Unless the internet gets met with some serious government or corporate shenanigans, then if it is easy enough to use and muh freedom gets enough buzz, maybe something like this could take off.

The biggest way for something like this to take off that I can envision happening is replacing costly CDNs by a hybrid p2p approach
CDN fees would basically no longer have to scale to content popularity because popular content would end up self-hosting
