quick explanation
closed back headphones form a more or less air tight space between the earpads and ear. this small acoustical space is critical for maintaining bass response as bass response under the driver's resonance frequency is dependent on pressurization. if the earpads don't seal, pressure is lost and you lose bass amplitude gradually, the lower down from the resonance frequency you get. earpad shape and material plays a big role in this, some headphones are more consistent than others. damaged or poorly designed earpads leak, using glasses introduce some amount of leak etc.

yes as long as the material doesn't crumble and doesn't allow air(pressure) to escape, it will not matter. earpads can alter the response in various ways, bass is the most important.

just look up how much replacement pads cost. they can usually be ordered from the manufacturer website and for cheap looking ones like that it should be like 5-7 dollar, if it's 10+ don't bother.
