How can a foreign company enter to the US market of SD for outsourcing? What would you start from?

And Im also very much interested in the following things: 1. What americans love most about services in general and what is "a must" to work with americans? 2. How companies get to order a software development? In other words how does banks, logistic companies, retailers, and others get to the point that they have to order for themselfs a specific kind of software?

Any ideas would be very kindly welcomed.
