All it takes is motivation.

In one sense, it takes me about 1 day.
In another sense, it takes me about 10 years of continual professional use.
And in a third sense, it's not possible for me to learn a programming language until I have implemented a compiler for it -- specifically the "front-end" parts: including the preprocessor (if necessary), lexical analyzer, parser, symbol table, and the generation of intermediate code; and also I need to write the entire language library.
