gaymens: Z270, i5 6600k, RX 480(or 1070 if you wanna do 1440p), make sure the case is less than 110 USD, make sure you get an SSD, and a decent ASUS mobo. Put an i7 in if you want a basic build that will do some CPU intensive workloads well.

CPU intensive, no gaymens: entry level X99, get 6800k with cheap 150 dollar GPU for basic tasks. X99 Taichi or X99 strix or X99-A II, same rules apply (ssd case etc).

Make sure the power supply is seasonic or super flower.

Uf you want a laptop get a cheap thinkpad, maybe an X230 for 300+ dollars, its all most people need.

Gtx 1080+i7 7700k, 4gb ram for 10$ just so that you can use your pc at all until you get money for more. Use your old pc case and power supply
