It's plugged in, but not charging.
What do I do?
How old is the battery? Try putting it to sleep so it has more power to charge.

I put it to sleep every night. It takes about a die for it to go down 1%. I only started noticing last week.
I'm not sure how old the battery is, since I got this from a friend. It's probably 5 or so years old
It's a Dell

That's really old for a laptop battery. It probably can't hold the same charge as it used to. Look up replacement batteries, it's old enough that they might be cheap.
Go into the bios and let the battery die completely so that the laptop turns off. Then plug it in and go to the bios again and wait until the chaging led turns off.
Then reboot into windows and use AIDA64 to check the battery stats
Install Gentoo
Your battery is dead, family.
