There have been many comments by real Intel employees that they don't have a real answer to Zen until 2019.
Kaby and Coffee Lake are again extremely minor revisions of Skylake.

Their first new architecture will come at the earliest in 2019.

While IPC is a major factor for these gaps, a good chunk is also memory speed in some games.

If you actually cared to do some research, Zen is actually very close in both, architecture design and performance, to Intel's current offerings.

The point is, Intel has done so many optimizations on their current architecture, that there isn't much left without a complete redesign.
