Is this better than Chrome on macOS?

Yes
Negative

Of course it is... Apple throttles everything else so other browsers don't stand a chance.
I don't know
Sometimes

I'm using chrome right now and I have to say I don't see this throttling you're talking about. I have given up on Safari, not because of webbums but my fucking streams not working properly.

tl;dr this
I use both Safari and Chrome on macOS. I use safari for portable browsing because it really is much better with saving battery. But besides that there are a few downsides:
1. No uBlock origin available
2. Chrome still feels slightly faster
3. Bad WebM support
4. Colors are actually more vibrant in Chrome - confirmed this after opening image files in both of them and comparing screenshots.
5. Chrome's individual tab audio controls are better
6. No native page translation in Safari
7. Chrome has better developer tab/tools

No, since 2013 it had been slowly becoming worse
