As I understand it, it's that when you download a torrent, you know when you scroll down and see that big list of IPs that you're taking pieces of it off to actually download, this is farming those from trackers then displays what IP's were downloading what and perhaps only adds to the DB if you started seeding, meaning you downloaded the item to completion.

This is pretty handy for blackmail and other shit. You could probably get your friends IP via a server or IM program or any other method and see what kind of shit he's downloading.

In many ways this is a great tool to scare normies into supporting privacy advocacy because this way it effects them immediately, so much for nothing to hide.

Fortunately I don't download shit because when the internet started to turn full botnet past 2011, I started weening off shitty media and use file repositories i've collected to get only what I need.
