Would it be an upgrade for me to go from a GTX1060 3GB to an RX480 8GB? I only play World of Warcraft occasionally, at 4K.

At the time when I got it, the 1060 3GB was $180 with 3 years warranty while the 8GB RX480 was $290. Also, wow doesn't use that much VRAM.
I can't imagine 480 using even 6gb out of 8 without getting first bottlenecked on something.

RX480. I would tell you to get the GTX but nvidia will move it to legacy on the next year and will gimp the card with bad drivers, like they always do.
