That fucking does it. I have a Samsung Syncmaster TA 750 and it claims to be a 100 hz monitor, although every site says otherwise.
The monitor has 2 hdmi ports (One says DVI and the other ARC).
I cannot seem to run anything more than 60 hz.
Some people say that HDMI cannot output 120 hz and some people say otherwise. How the fuck do I make it run to 100 hz?

There is no version of HDMI that can output more than 60hz. If you want to go higher, you have to use DisplayPort, DVI, or VGA.

It depends on the resolution and which version of HDMI.
HDMI 1 can do 120hz with 1080. I'm currently doing 1080 60z on my second computer.

This is straight up wrong, HDMI has no refresh rate limitation other than available bandwidth. The HDMI spec has always even had standardized high refresh rate modes at low resolutions as high at 720x480p/240hz with 1.3a and up to 1920x1080p 120hz since version 1.4 (2009).

I have a 1.3 hdmi cable connected to my gpu and my monitor. still stuck at 60 hz, note my monitor/tv has only 2 hdmi ports, no display or dvi ports.

A 1.3 high speed cable will work but your source GPU needs to be HDMI 1.4 compatible.
