I have a Galaxy S4, never had any problems Texting with it before.
Last night I tried to send some text and it would just circle and eventually fail to send but the recipient received 3-5 copies of the text.
Today it's sending fine but I can't receive any.
Any advice/solutions?

Do you happen to have AT&T? I had the exact same issue with my Nexus 6P, so I believe the issue was on AT&T's side.

I had the same issues last night and I have AT&T. Seems to be resolved now.
