Why is everything so shit at scaling besides Mac OS?
Because Mac developers care about their UI design more than Windows developers.
The primary exception to this that I've seen on Windows are UWP apps.

It's the blur isn't it? The weird upscaling blur that appears on programs that support either outdated scaling methods or no scaling method? I hate it too. Only reason I'm on Ubuntu on this laptop is due to this blur. Linux is equal in this department, but at least programs that cannot scale are at least usable, and Wayland shows for a more OSX way of scaling that looks promising (although, at the moment, Wayland is slower than X11 for me).

IIRC, that is due to Windows 10 throwing out the Windows 7/8 scaling method, while Windows 7/8 got support for the Windows 10 scaling method.

mac developers are still, unfortunately, the only devs who actually give a fuck about UI
mind you they might come out with things you don't like, but overall they're the only ones actually placing a priority on UI
