there's more protection on the PCB than there would be on each individual cell. Also, it's done because on-cell protection costs you a good 5% of total available power because of the drop through the tiny mosfet.

If you disconnect cells from the battery PCB you can basically throw the case with pcb to trash. It was designed by lelnovo to not allow replacing cells.
