8 gbs of ram is useless for a card as weak as the 480
and it's pretty much the same price, cheaper than some for much better performance especially at 1440p+

Not really. I was monitoring VRAM use when playing civ 6 and it climbed over 5GB fairly easily. I'd be suprised if newer games would not demand even more VRAM in future.
Besides even a low-end card can benefit from large memory pool. Textures eat shitloads of memory yet do not require that much of performance. It's AA or shaders and other effects that push cards to their limits

Going to be buying several GTX 1050's because I need something that's only slot powered. They're going in a server for VDI, and aren't going to be used for gaming.
i took advantage of that pricing as well. too late now, but i'd almost be willing to trade for the inferior 480 just to get rid of the coil whine. these furies are noisy.

If you have a 120hz or 144hz panel at 1080p the 1060 will drive higher FPS with settings lowered. If you have a 60/75hz 1080p panel both cards are fine. If you want 1440p then get the 480 because its faster but neither card does 1440p ultra at 60hz so settings have to crank down.
in your situation i lean towards AMD because the Crimson Drivers are more pleasant to deal with and less invasive. Also AMD cards seem to age better partly due to more memory and bandwidth and partly due to driver support being maintained longer.
480's have the option for SLI where the cheapest pascal card with SLI enabled is the 1070. Add onto that the larger memory bus it has over the 1060 and the extra 2gb of VRAM and its a card that has a better upgrade path with two in SLI running close to a gtx 1080.
