I have a motherboard that is receiving power from the PSU, but does not turn on. The board is receiving power, I know this because my keyboard and mouse LEDs light up. I've tried swapping it with another working PSU, still doesn't power on. So is this a dead mobo or a dead PSU?

It won't even turn on at all, before this it would turn on by itself for about half a second then shut down right away, and wouldn't respond to pressing the power button.
The HDD light would also stay on while it was powered off.

Try turning it on using the pins on the motherboard

I did.
Still nothing.
Buy a new PSU, CPU, RAM, and Mobo, that's what I did.
If you can't follow directions maybe you shouldn't be building your own computer.
