Many Android ROMs (like CyanogenMod) don't have any system-wide telemetry, unless you choose to enable it.
On Windows 10 you don't have a choice, telemetry is forced and cannot be disabled officially. (There's some choice on Enterprise/Education versions, but that's it.)

The android that comes bundled with your phone is Android + Google apps + other apps + google services + some other shit.
Pure android only has basic apps like phone, calendar, camera, etc.
Cyanogenmod is really close to it, by only having the same apps as in a debloated Android.
Basically yes, smartphones come with a bloated botnetted version of android, because vendors can modify the os however they want.
It's a open source OS, it's not meant to run on a specific device, so if you make a phone with android, you might need to twak it
