There is no way your fucking LOW-END graphics card will ever use 8 GB of VRAM efficiently.
4 GB can be short on non-HBM graphics card when used at resolutions greater than 1080p.

HOWEVER, you don't plan on playing video games at those resolutions with a FUCKING RX 480 except if you're found of slideshows.

16gm is also for more then one program. Namely running a web browser while you do something else since web browser are such memory hogs these days. Memory is cheap enough that 16 is a no brainer.
