Define "usable"
Yes, but it's rather high-maintenence. Packages sometimes don't upgrade right so you need to go in and fix that. But otherwise it works well.

I haven't had any problems so far with updating/upgrading but, then again, I've been using it for all of two weeks now, so that's hardly a good indicator.

Once QT couldn't update because some old library was installed. Once KDE broken entirely. Once my GPU acceleration got disabled and I had to reinstall it. This was all over about a year and a half. So not too often, but often enough to keep you on your toes.
