1. Why have anything be regulated ever? Why not allow companies to put blatently dangerous chemicals into food? It's their product, you can just choose not to use it. 2. Absolute net neutrality means that ALL packets should be treated equally, this is obviously not ideal because resources (such as bandwidth) are limited. There should be some form of acceptable trade-off, where different types of traffic is differentiated but where destination+origin are treated equally and fairly.
