MS now releases updates for 7 and 8 the same way as 10, monthly 1gb or so rollups.
Basically you have two options:
Get a W7 or W8.1 patched up until September (check if it has telemetry updates removed, if not, there's lists online that tell you which updates to remove or disable), install it and just disable updates afterwards.
Install W10 and disable known telemetry methods with your scrip or third party application of choice.
Of course, you can always just install Gentoo.
