My PC will be idle and use about 10% of ram and 2%CPU is this normal for a PC or does a healthy one literally have nothing going on in the background.

will i looked in task manager and nothing really weird going on and its been like this since i built my PC, 16gb of ram installed but still like 10% being used and i think my CPU is being used up by like background apps like antivirus but i ain't that bothered by it, it's just the ram that is getting on my tits

You will never EVER measure a perfect 0% processor usage from within your OS. Why? Because like quantum mechanics, the simple act of measuring, changes the result. Meaning that by you measuring the CPU usage, you're increasing the usage by using a program to measure it.
