People who can't or won't pay for a smartphone plan. I was in the latter group for a while because it wasn't worth the money for me. (Now my job pays.) A friend of mine travels frequently and finds it easier to get solid WiFi than worthwhile PAYG whatever-G cellular data during his short stays.
