due to the way the image is drawn
technically speaking, the tear also happens part way through a horizontal scan, but that's not nearly as noticeable
if your monitor is set up in portait oriention, then it will always appear horizontally torn, as the orientation of the information being drawn doesn't matter, it's a technical thing

rewording that, if the monitor is turned 90 degrees from it's standard orientation, the tear will also be 'rotated' such that the tears appear as vertical lines
