Don't think so.

But here's a mindfuck! Torrents that are stalled tend to download faster if you have another torrent that's being downloaded and it's going faster.

I've observed the above SO MANY TIMES! Something is definitely going on.

I believe that this is because ISP deep packet inspection (and maybe throttling??) is the cause of the slow-down in the first place and when you have a faster torrent, something changes in their algorithm.

I've noticed it on all kinds of trackers. I don't think the tracker matters at all. I've also noticed it with all kinds of torrent clients... deluge, qB, uT, Transmission etc. That's why I don't think this behavior is related to clients or trackers at all and has to do with ISPs, caching, throttling, deep packet inspection or something like that.

The effect is very real! You're not crazy at all.
