I'm building my first PC, and I have all of the parts, just not assembled yet.

And a couple case fans
Anyway PCPP says the system requirements is only 360W, the gtx1070 recommend at least 500W.
Am I safe with the 550w will it bottleneck me in anyway? I don't plan to go crazy with the OC.

you can run any single modern CPU and GPU on a quality 500w PSU.
You have a good quality 550w PSU, so you're fine.

You should be fine. Seasonic is a very good manufacturer, you'll probably get near 550W on the main rail and an extra hundred or so on the side rails.

lol not unless he has magic power faeries sucking power from the PSU
A 6600k OC'd can use at most about 150w.
A GTX 1070 at most can use around 200w.
That's 350w, you'll MAYBE see another 100w for EVERYTHING else, and that's being VERY generous, generally power draw from everything else will be ~15-20w.
So total you're looking at most at about 400-450w, and that's assuming a heavy OC on both CPU and GPU.
There isn't any physical way for him to draw 550w with those parts, NONE of them added together will hit over 350w at stock, 550w even OC'd would be next to impossible without the motherboard or GPU capacitors or chokes failing.
