it's a touch indicator. It's usually something enabled in the dev options so that if you were recording video of the phone, people could see where you've tapped, or to confirm the phone is registering you tapping, or if you're like me and it's a mixture of just liking to see the phone understands, and to also realize when I'm accidentally hitting a part of the phone with the side of my hand. (Happens a lot when using my 5.4 phone with one hand, I have small baby hands.)
