Steal the camera.

Scout the location
Find any identifiable model numbers or similar in the outside of the camera (if it's in a hard to reach place use a camera with zoom and take pictures)
Alternatively, check if there is a wifi signal being emitted by it, if so, look up the mac address and identify the vendor
Once the model has been identified, check if vulnerabilities exist for this particular camera
If not, try to download firmware images from the vendor site, load up IDA Pro and look for a vulnerability yourself
