For a COMPLETE beginner with no prior coding experience, what's the best libre game-making software?

I'm looking for something that's powerful, yet suitable for beginners to jump into.

It can be a little challenging but nothing extreme, with some sensible design choices and coding capabilites/aspects.

(This is not the same question as OP... as he didn't state his experience level.)
