Well... Windows port of Clang will help you, but programming in windows it's like trying to hammer a nail with toy hammer.
you do this:
1)install virtualbox
2)install arch
3)install vim and tmux
4)install vimawesome plugins, specifically airline
5)you install gnu debugger for C
6) you code

Try to code in ANSI C and only use C99 when you must. Setup cygwin and mingw32.
