I use Reclock and MadVr with some pretty nice filters and scaling algos and only see 3%ish GPU usage at idle clocks, about %12ish CPU usage.

Thats with 720p to 1080p 10bit animoo with debanding, dithering, super res, scaling... Etc.

Results may be different for use but most of the filters aren't crazy demanding. Also use MadVR from a couple versions back or the one included in KCP, as the GPU loads is less, at least for me.

Just use mpv with:
profile=opengl-hq
video-sync=display-resample

You can use autospeedwin to change your display framerate automatically for perfect playback.

Display-resample is much more solid than reclock.
