Not really, it all depends on the type of software in this case.

If there's a bottleneck, upgrading to a bigger bulldozer is fairly cheap, or just go with Zen.

The benchmarks show a 5-10 FPS lose on average for the 390. If it's bottlenecking as opposed to just performing better because of the higher frequency, my guess is that the gap will widen even more between the 8350 and 6300 for the RX 480. I just don't have a lot of resources to verify. So if I get 8 FPS more on a 390 with a 8350, then shouldn't I get substantially better FPS on the 480 by switching? Say 10-13?

As I said it depends on the game. A bottleneck will max out either the GPU or CPU in this case. If a game is a bit cpu heavy, yes it might show an improvement with an 8 core over a 6 core. That doesnt mean there's a bottleneck.

There's also 2 things:
The 8350 has a higher single core performance.
More games are using more cores simultaneously. So even if it's a modest improvement now, it may stay relevant longer than a 6 core.
