It wouldn't matter if there was a heatspreader, anyway. There's no such thing as 'too much' thermal paste unless it's conductive or you get it into the socket. None of those are problems, in most cases.

Too much thermal paste can actually do the opposite if applied on a heatspreader.
You only want the thermal paste to fill in the micro-fissures on the heatspreader/heatsink base.
When applied on a die, it's a different case tho.
Many people even recommend manually spreading in that case.

No, that's impossible.

Yes, filling in the surface roughness and irregularities is all it ever will do, it cannot change the mating of the IHS and heatsink, unless your thermal paste is a block of metal.
