PTH seems like the most obvious choice, since they're only getting "good" users in and had quality control from the ground up.

Apollo however started rocky (just like What.cd) but they're slowly fixing their problems and actually listen to the community. Apollo is starting to look like a good contender at this point in time.

It's too early to say which will replace What for good, though. If PTH start doing things right again they will probably gain their lost ground back pretty quickly.
