how do you remove the CUPS printer daemon from ubuntu 16.04?

how do you remove the CUPS printer daemon from ubuntu 16.04? i tried 5 different waysto uninstall it, but it still auto-starts after a reboot!

1) # echo 'manual' > /etc/init/cups.override
2) # update-rc.d cups remove
3) Installed 'bootup manager' (bum) and deactivated cups and cups-browsed
4) 'Ubuntu Software' --> searched for 'cups' --> remove
5) # apt-get remove cups

WTF?!

this didn't work either

# update-rc.d cups disable
# /etc/init.d/cups stop
# update-rc.d -f cups remove
# apt-get remove cups

how the fuck do i get rid of this CUPS shit, it's running on TCP port 631

$ systemctl disable cups.service
$ sudo apt purge cups
