The Voodoo was just a supporting 3D accelerator, lots of the graphics computations were still done on the CPU and main GPU you needed.

It wasn't like a CPU cache, no. But it was a place where you could store textures to make tiling faster. You could use whatever format of texture that would fit into 4 KB of memory.
If you wanted to use texture look-up tables (TLUT) for palette tricks, then you could do that too, but it was optional.
By the way, the Wikipedia sources on N64 hardware are extremely poorly researched and often incorrect.
