How long should i wait, after unplugging a laptop power brick, before i can start messing with it? I need to solder back the tip

Put a medium-value resistor between the two terminals on the end, should help drain the load faster but I'd say safely? Overnight if you're not touching the thing is probably fine.

If it has a led, I'd say whenever the led is off. Still, don't put too much trust on me, I'm not an electrical engineer.
just wear gloves you'll be fine
Remove all power sources, pump the power button a couple of times, and stop worrying so much.
Take a metal screwdriver and lay it across the capacitor leads to discharge the capacitor and then it'll be safe.

Kill yourself, you fucking mouth breathing mongoloid.
Put it in a bath tub full of water and it should discharge
