How long should i wait, after unplugging a laptop power brick, before i can start messing with it? I need to solder back the tip

Put a medium-value resistor between the two terminals on the end, should help drain the load faster but I'd say safely? Overnight if you're not touching the thing is probably fine.

Take a metal screwdriver and lay it across the capacitor leads to discharge the capacitor and then it'll be safe.
