I have ~400$ of savings. Should I build a PC using used parts? I've got PSU and HDD already. I think of i5 2400 and dunno about graphic card. Or should I wait for koby lake?

You should sell the PSU and buy a prebuilt Dell, HP, or Lenovo workstation from ebay. This will get the most performance per dollar.
