Have you even used a package manager? Basically every package manager will install all listed packages and their dependents at the same time. If it doesn't and prompts between each package, you could just pipe the "yes" command into it. For example "yes | sudo apt-get install gimp libreoffice"

Downloading multiple packages simultaneously is pointless because no matter what you're saturating your bandwidth no matter what. And then running the actual installation processes simultaneously is pointless because the time that takes is negligible. I don't see the problem here.

Downloading packages is almost always limited by the server settings. There is software that lets you download packages from multiple servers at once. I've even used it.
