The MKV spec is complicated as hell, at least the full spec. Maybe getting it to play videos is easy, but who wants to listen to customers complain when the 18th embedded subtitle track doesn't properly load?

So is there any good program to add tags to MKV files via a GUI which doesn't involve me providing it an XML file with all the attributes. Preferably on Windows.

It's not that complicated, I had to implement mkv for a streaming service. It's basically binary XML. The only thing that makes supporting mkv complicated is not the container format or spec itself, but rather the amount of codecs it supports. If you can't use something like ffmpeg/libavcodec to support them all, you're doomed.
