Because it's not news. The full version of Windows 8 ran on ARM. If you rooted devices running Windows 8 RT you just had to compile your windows programs for ARM to have them run there.

I've always assumed it would run like shit on ARM devices because they are usually poorly specced and Windows is bloatmaster general.

install Linux on bare metal, then use virtualbox to run windows, then in the virtualbox guest OS of windows run qemu with Linux in it, and then run wine in that
