Every tab and extension in Chrome appears as an individual process IIRC. If you notice they're all using like 180MB or less each.

What's an acceptable amount of memory usage for a browser? Firefox and Opera use about the same, and I'm guessing Safari does as well.

Because it doesn't merely store the HTML buffer?
It contains an entire HTML parser, CSS parser, JS engine, layout renderer and what not, add plugins, browser features and other stuff on top of that and you end up with high memory usage.
