I've been using a 1060 for 1440p gaming and it works well. With high settings still get around 100 fps in gears of war 4. Id guess it could handle 4k fine with low settings for some games. Depends what you play.

No, you can get a 1070 for less than $400, and a single RX 480 uses more power than a 1070. That's not to say the RX 480 isn't good, it's a great budget card, but 2 of them is not cheaper than a 1070, nor is it really a realistic alternative.

I play with a mixture of ultra and high. If you really crank settings you can tank fps but generally handles most games with pretty high settings at 1440p well. A lot of what I play is older and on Linux desu. Gears is the most taxing game I play.

970 was tauted as the cost effective 1440p card. 1060 performance is a little better than that.
