In pure latency cheap DDR3 is generally faster than cheap DDR4, however DDR4 has a MUCH higher frequency ceiling, and for the most part anything mid-range DDR4 or better is going to destroy any DDR3 except the fastest DDR3 kits, which still get destroyed by the fastest DDR4 kits.
Remember, actual latency is NOT your CAS timings, CAS timings are only part of the equation, your frequency ALSO effects your latency, so super high frequency DDR4 with slightly high CAS timings will beat lower frequency DDR3 with lower CAS timings.
