If you buy a laptop today, 99% chance its price is inflated by at least $50 for MS software. Meaning the OEM pays Microsoft that much. Just because it's not a separate line item doesn't mean you're not paying for it.
No consumer should be paying for an operating system in the year of our lord 2016.

The only way is to counter-shill Linux, present it as being not only a cheaper alternative but more consistent and with more privacy.
Also: go to great lengths to not only make Linux look cool but to make it user friendly. Make it easier to use for the average user but allow advanced users to go further.

It doesn't really help when people who sell Linux laptops as "freedom devices" add $250 to the price of a generic Chinese laptop. They also do the same thing with refurbished Thinkpads and triple the market price for them for installing Libreboot.
