CTB-Locker is a piece of ransomware that encrypts (as said above in the notice) files using a (probably) strong encryption algorithm.

You could pay them (the criminals) the money to get the decryption key, but there is no guarantee that they will give the key to you (or they might give you a key that only decrypts some files, and then asks for more and more money to be paid to fully decrypt the hard drive).
