PC (Dell T5400) crash before BIOS

tl;dr: My T5400 starts up for a few seconds (11) with fans and hdd's revving and then stops, with no activity on screen. My diagnosics/experimentation has shown that removing ram and moving ram around has no effect, and that removing cpu/unplugging cpu power brings the time down to 9 sec. Any help is appreciated.

If anyone on /g/ owns or has owned a Dell Precision workstation, or has had this problem before, please help me out.

You should've upgraded BIOS before attempting to upgrade CPU. Check if any pins are bent in the socket

I had no option with the new motherboard (and the old one wouldn't support the cpu I wanted regardless)
I checked the pins, and the cpu does have a few pins that look weird (as if they were repaired), however the other cpu had the same effect, and I doubt that different cpu's from different sellers have the same failures.
