Install Linux Mint KDE
It's a lot more functional than those two.
Kubuntu is more beginner focused and comes with more software out of the box and is slower to get new KDE updates.
When you install KDE Neon you get maybe 10 programs by default and you're pulling the latest version of KDE the day the update gets released. It's for people who know what software they want and want the latest version of KDE.
In my mind KDE Neon is the clear winner.
