Even though it's supposed to be a neccbeard tier distro, the fact that the developers refuse to implement official support for any init system that's not systemd makes Arch a collosal joke. If I wanted a good systemd distro, I would have installed Suse or some shit.

That being said, the only redeeming qualities of Arch are Pacman and the AUR.

the truth is every distro has its perks. arch is great if you don't want to have to manually install the latest versions of packages (like nodejs or go or mongodb or whatever), and the aur is really nice. the downside is that you have to spend a little time configuring the machine to your liking.

"batteries included" distros like ubuntu are great in their own way, cause you spend significantly less time setting it up, it just werks out of the box, but you have to go find latest builds of certain packages elsewhere, cause apt only has stable/sometimes outdated packages.

at the end of the day linux is just linux. just pick a distro, shut up, and make shit.

I have the same bug.
I tried both hr and croat in vconsole but no succes.
I fixed it temporarily by initializing setxkbmap when Xfce starts.
Still it's the same on gdm.

Seriously, if you've got a problem just take the time to actually read over the wiki page for it, don't just skim it, you've either configured it wrong or there might be an additional step you need to take to get it to function.
Software will often also have a separate troubleshooting section/page to help (i.e. getting Steam to work on x64 systems.)
