cmd or powershell?
Powershell can do scripting.
bash
Powershell is by far the slowest interpreter I've ever used in interactive mode, this alone invalidates anything else for me.
CMD and BATCH are also horrible unusable garbage though with inconsistencies and esoteric bullshit.
On Windows between the 2 I'd use cmd as an interactive shell and powershell if I needed to script something for Windows.
If I had my choice I'd use TCSH for an interactive shell and target sh for scripting.

I know powershell is "microsoft's attempt at a good bash implementation on windows" but i can't for the sake of my life learn how to use it properly, just too complicated. I wish i was more proficient in it.
So I use cmd like 95% of the time. Wish i knew ps enough to use it full time
